Abstract
This article is based on editorials and other kinds of materials published by the Russian socialists - L. Trocky, L. Martov, V. Levitsky, F. Dan, M. Pavlovich and V. Chernov in legal newspapers and periodicals before World War I. After The October Revolution of 1917 some part of their legacy was taken by the Bolshevik leaders as a principle of both the Soviet foreign policy and the Komintern activities.
