Abstract

Russia has come to the point where the power elite, society should clarify whether they were prepared to continue to live in the same conditions in the conditions covered by permanent crisis the asocial public system which will steadily degrade, or they will be solved to meet the requirements of the prosperous future of the country. However, the answer to this question is dangerously prolonged.
