- The article analyzes the proposal of the Chairman of the constitutional court of the Russian Federation V. D. Zorkin-to use the experience of the us fight against organized criminal groups in Russia. According to the author, the problem goes beyond law enforcement practice. In the process of solving it, it is necessary to take into account the laws of development and functioning of society.
