Abstract
The article is devoted to inclusion in social policy and the work of social services. Based on social theory and empirical data, inclusion is presented as a strategic task of international organizations, state social policy, and as a characteristic of everyday social services. Inclusion is formed in professional activities within specific organizations and in a broader context, in the course of social reform. politics, with changing values and requests of the population. At the level of the organization, inclusion is presented in three aspects: official measures, professional practices, and culture, which is manifested in the interactions of participants in the inclusive process, their relationships, and shared values. An inclusive culture is rooted in an organization where all professionals share the values of human rights, openness to diversity, participation, mutual learning, and dialogue with others clients. Based on interviews with social service specialists, the inclusion of migrants is considered in the context of professional and organizational culture. The article substantiates the need to take into account inclusion as a quality parameter in the assessment of social services.
