Abstract
Domestic aspects of modernization of the Russian society are considered. The non-linear nature of the modernization process is shown, and its minimax strategy for Russia is justified: the priority is to minimize human damage, primarily unbearable troubles experienced by a large part of the population, while, if possible, increasing the benefits that are most important for the life of the majority (more than 50%) of the population. The implementation of such a strategy requires changes in the institutional and regulatory rules of life for all segments of the population, including the highest echelons of the political system. and the business elite, which will allow for integrated, coordinated implementation of interrelated technical and technological, socio-economic, and socio-cultural changes. But this should not be done “in one fell swoop”, but step – by-step and differentiated-both on a national scale and for each region, taking into account the state of its actual modernization. Three main stages of integrated modernization of Russian society and preliminary identification of the subjects of the Russian Federation with these stages are proposed.
