Аннотация

Американский «Обзор политики в сфере ПРО» привлекает внимание как центральный документ в данной области. Два опубликованных на данный момент «Обзора» (2010 и 2019 гг.) в пределах года после «Обзора политики в ядерной сфере» были важным дополнением к Национальной оборонной стратегии. Если последняя посвящена разъяснению военно-политического курса Вашингтона, то в «Ядерном обзоре», «Обзоре ПРО» и «Космическом обзоре» речь идёт о важнейших элементах военной политики и военного строительства Соединённых Штатов.

В данной статье с учётом высказанных позиций представителей администрации Дж. Байдена делаются выводы о содержании «Обзора ПРО-2022». Кроме того, оцениваются перспективы реализации определённых направлений политики США в сфере ПРО с учётом опыта 2002–2021 гг. Традиционно «Обзор ПРО» содержит следующие разделы: ракетные угрозы, национальная ПРО, региональная ПРО, организация программ, сотрудничество с союзниками. Два бюджетных запроса администрации Дж. Байдена в сфере ПРО (на 2022 и 2023 фин. гг.) позволяют делать выводы об избранном курсе. В целом применяемый новый подход к развитию ПРО может обеспечить заметные результаты в условиях возможного сокращения финансирования. Роль союзников в региональных архитектурах ПРО может повыситься как результат интерпретации опыта применения ракет и систем ПВО/ПРО.
