Abstract
The article highlights the scope of issues related to the «European period» in the history of Balkan countries in 1878–1914. During this period, they made enormous efforts to modernise all sides of their economic and political life. In spite of some spectacular achievements, modernisation in general was rather a failure. Instead of modern European states, states of «military-fi scal type» came into being in the Balkan. Their policy became an important factor in the break-out of the Balkan wars and European confl ict which would follow them.
