- Abstract
- This article analyzes the state of higher education from various perspectives: universities, teachers, researchers, organizations, and public opinion. Particular attention is paid to the increasing complexity in the relationship between universities and their stakeholders, 1 and the principles of new Public Management (NPM), which are rapidly being implemented in the academic environment. The ratings of universities and scientific journals in Russia and Germany are studied and compared. Attention is drawn to goals and control, responsibility and ethics in the new business model for higher education and the transformation of universities from relatively independent oases of science and public education to business-oriented knowledge generators with an increasing share of self-financing.
